Ceylon Electricity Board (CEB) has agreed to take steps to address the shortcoming and recommendations that has been given by the Public Utilities Commission of Sri Lanka (PUCSL), the electricity regulator on Island wide power failure.
The Commission earlier demanded an explanation for the Island wide power cut which took place on 27th September 2015, February 25, 2016 and March 13, 2016 pointing out three shortcomings which are the dynamic transmission system model used by CEB transmission planning and system control branches are not accurate enough for dynamic response analysis, and the model data needs to be verified with field tests for system elements along with
accurate modeling of loads according to a study conducted investigating the power failures.
“It is the responsibility of the Transmission Licensee (CEB) under Condition 30 of the Transmission Licence to maintain an uninterrupted power supply throughout the country, which has been violated three times in the last 6
months by way of island wide power failures,” the PUCSL said in the letter to CEB.
“Therefore you are required to inform the Commission on actions transmission licensee has taken in order to prevent repetition of an island wide power failure, after September 27, 2015.”
PUCSL says if the CEB does not agree with any of recommendations, communication should be made to the Commission on the same with justification, on or before March 24, 2016.
Accordingly a letter dated 28th March, 2016, the CEB has agreed to the shortcoming which were pointed out by PUCSL and said most of the recommendations are already been implemented.
However the letter did not included CEB’s reasons or justification for the Island wide power failure.
